is there a free trial program that can help make burned dvds have the "This Film has Been Modifyed from its Origianl version, and has been made to fit this Screen" Technology

You mean cutting a wide screen to a full screen? I think windows movie maker might be a free trial, but that program might only make wmvs and not be used for dvd burning.
