How can I make a forum with vBulletin? (like here)
and is it free? :)

You can download vbulletin (it's a program) on www.vbulletin.com. There's a small version and a full version. I would think that the full version would cost money, but I don't know for sure.

and I've sended vBulletin an email about this..

you can use vBulletin Lite but thats as bad as phpBBB. You can either pay for it leagaly or download it from a torrent or something like that. So if you dont have the full version the forum wont be that good.
