Commander Cruger is an alien from the Planet Sirius. His home was destroyed when Gruumm invaded, and he lost his wife in the process.

Since then, Cruger has headed the SPD branch on Earth. He knows he is one of the strongest Rangers, but refuses to let himself become the team, much rather prefering to leave the Ranger teams to fight for themselves.

When Kat was kidnapped by one of his old enemies, Cruger was forced to take action, and revealed to everyone that he held the Patrol Morpher, which he used to transform into the Shadow Ranger. The Shadow Ranger is perhaps one of the strongest SPD Rangers, proving himself when he took down 100 Krybots during his first battle alongside the B Squad.

The Shadow Ranger also weilds the Shadow Saber, a strong sword capable of fire blast attacks. He controls the Mobile Command Base, which can transform to Megazord Mode.
