Following an encounter with an Org, where he was rescued by the Yellow and White Rangers, Max Cooper was chosen by the Shark Zord to become the Blue Wild Force Ranger. The Blue Ranger is agile, and especially able underwater. Like the other Rangers, the Blue Ranger has access to a Savage Cycle and Wild Zords, including the Shark Zord and the Girrafe Zord.

The youngest member of the team, Max is always concerned with proving his worth. His youth is a sore spot for him, as he hates being thought of as a kid. Max has a natural talent for ten-pin Bowling. He spent his early years training with a retired former pro Bolwer named Gus. As Max abandonded his bowling prospects as his Ranger duties increased, Gus found himself feeling betrayed. It was not until Max had to learn a new technique to defeat an Org that he once again met with Gus, who still harboured resentment towards him for leaving.

Max developed an aggressive streak as a Ranger, often acting impulsively with little thought. Max developed a strong friendship with Danny, the Black Ranger. Max and Danny were almost always together, and when they defeated the Orgs, decided to travel the world together.
