Dick Norquist is the General who is suspected of having ties to Zordon, or the cover-up of newly discovered planets. He agreed to let the Rangers take the Mega Shuttle, but called on their help when Astronema ordered the destruction of one of NASADAs exploration satellites. His involvement in alien anal probe experiments is pure speculation.
