Billy, former Blue Ranger decided to cease being a Ranger in order to concentrate on manning the Power Chamber. Zordon knew this was a good decision, knowing that nobody was better equipped for the job than Billy. Bily is an expert on the Power Chamber's complex, state-of-the-art computer systems and weapons.

Billy used the Regenerator machine to adjust his age when the Rangers were turned into children. However, the aging process became accelerated, ageing him to an old man. Billy moved to Aquitar for long-term treatment to restore his proper age.
